Review the draft Goals, Policies & Strategies of the Plan

Writing the Comprehensive Land & Water Use Plan is a process. The process is designed to take us from a general vision to specific actions. We move from goals, to policies, to strategies.

  • Goals cover the “big picture” opportunities and challenges that are important to land and water use in the Territory.

  • Policies will guide decisions by the GVI toward achieving the big picture goals.

  • Strategies are then developed for each policy to develop an implementation plan. Each of the three major islands has specific needs addressed with unique strategies.

We are at the point in this process where Goals, Policies, and Strategies are ready for public review.

A complete VI Comprehensive Land & Water Use Plan will be assembled after we receive feedback on these strategies. The plan will include a summary of public engagement throughout the process, the Territory’s vision for its future, the needs of each island and the Territory as a whole, and action plans to address these needs, including island-specific sections. The full plan will also include an implementation matrix that will detail who is responsible for implementing each strategy, potential implementation partners, time-frame to begin, and time-frame to complete.

Public comment on these Goals, Policies, and Strategies is the last step before a complete VI Comprehensive Land & Water Use Plan is brought to the Legislature for public hearing and adoption later this summer or fall. The full formatted draft VI Comprehensive Land & Water Use Plan will be available online for public review and comment before it goes to public hearing at the Legislature.
